If I enable the "top ten" extension, this button disappears, if I disable the extension it appears again.
Furthermore, if I set the following in config.php: define ('nav_menu', true); the button is gone, but if it's set to: define ('nav_menu', false); the button appears.
This is the same across all versions of top_ten and I'm running mediawiki 1.14.0

The top-ten extension is not "supported" in newer versions of MediaWiki.
There is a thread here at the forum with a link to an edited version which might work for you, but i cant promise anything.
When time permits ill check this out, but it will not be for a while, sorry.
